Cop shoots dead fellow cop in Cebu

CEBU CITY, Philippines—(Update 2) An argument over missing guns and ammunition allegedly led a policeman to shoot dead his comrade in their police station in San Francisco town on Camotes Island before dawn Sunday, police said on Monday.

Police Officer 3 Ananias Pascual Mortejo, 55, the station’s supply officer, allegedly accused PO2 Edward Keith Barrameda (not Barramida as earlier reported), 35, as the one responsible for four missing firearms, namely, two caliber .38 revolvers, one caliber .380 Berreta pistol and one caliber Super .38 pistol, a report from police regional office 7 said.

The accusation led to an argument, eventually prompting Mortejo to shoot Barrameda twice in the upper right breast at 3 a.m., using his caliber 5.56 Armalite rifle, the report said.

Barrameda was rushed to the District Hospital for medical treatment but was declared dead on arrival.

The suspect, meanwhile, was arrested and detained, the report said.

Mortejo, of Capitol Site, Cebu City, claimed he shot Barrameda in self-defense, and said he drew and fired his gun when the other allegedly started hitting him.

Mortejo was brought to the Cebu Provincial Police Office (CPPO) headquarters late Sunday and detained on Monday at the Talisay City Police Station pending the filing of criminal charges against him.

Senior Superintendent Carmelo Valmoria, Cebu Provincial Police Office (CPPO) director, also ordered the relief of Senior Inspector Ciriaco Larrobis, San Francisco’s police chief, and reassigned him to the Provincial Security Service Group.

Valmoria assigned Supt. Eduard Saavedra, island supervisor for Camotes, as office-in-charge of the town’s police station.

Valmoria said Larrobis was in mainland Cebu since Thursday of last week supposedly to attend to a complaint he was facing before the Regional Internal Affairs Service (RIAS) 7 in Cebu City.

But Larrobis did not ask permission to leave his area of jurisdiction, Valmoria said.

Larrobis will undergo an administrative investigation because he was out of San Francisco when the shooting happened, according to Valmoria.

Valmoria also sent Senior Insp. Ruben Cuizon of the Provincial Investigation and Detective Management to San Francisco town to get the affidavits of the witnesses to the shooting.

Valmoria said the statements of the witnesses would be vital in determining if Mortejo should be charged with homicide or murder.

Interviewed by reporters on Monday, Mortejo claimed that he shot Barrameda out of self-defense.

He showed reporters the bruises reportedly inflicted by Barrameda on Saturday afternoon when they argued about the station’s missing guns.

Camotes Island is located in the northern tip of Cebu.
